CASA–BFDW’s partnership program in West Bengal Titled ‘EMPOWERMENT of NGOs in West Bengal’ is based on a strong commitment for the poor, the marginalize and underprivileged irrespective of their caste, religion, and ethnic affiliation. CASA and BFW have a long history of their involvement in developmental activities in West Bengal. It is a bilateral project and is going on with 23 partner organizations in the selected districts of West Bengal which includes Jalpaiguri, Dakshin Dinajpur, Malda, Nadia, Bankura, Purulia, 24 Parganas(South & North).

Key issues addressed:

CASA’s role as envisaged in the project is empowerment of NGOs to facilitate the empowerment of the marginalized section. The objective of the project is to support processes of empowerment and socio-economic development of the poor and marginalized by addressing the issues of poverty and justice with a Right Based Approach.

Thematic areas:

  1. Institutional And Organizational Development
  2. Perspective And Capacity Building
  3. Policy Analysis Interpretation, Sharing And Dialogue
  4. Access To Sources of Livelihood And Advocacy at various level
  5. Disaster Risk Reduction And Management

FORUM INITIATIVE (Anuranan)

Empowerment of NGOs in West Bengal is achieved through a team of voluntary organizations   to form a common platform with an aim to disseminate knowledge and expertise among the Voluntary sectors of West Bengal. “ANURANAN FORUM” was formed on 5th June 2006 with the objective of developing a common platform for Empowerment of NGOs in West Bengal (ENGOSWB) Project Partners to address contemporary development issues in the State of West Bengal through Right Based Approach.

CASA with this Network took out an ADHIKAR YATRA 2007 (Rights Rally) in the North Bengal Districts of West Bengal involving local CBOs, SHGs, Farmer Groups and common people for a better tomorrow. Inspired by our initiatives several other NGOs and also the DYFI (Democratic Students Federation of India ) and DSFI (Democratic Students Federation of India) have organized similar kind of Rally to spread awareness on Rights for the common people.

NREGA:

‘Rural Aid’ - one of our partner organizations is playing the roll of a facilitator for implementing NREGA (National Rural Employment Rural Guarantee Act). Kenduadihi Bikash Society of Bankura and other partner organization are also facilitating the NREGA Programme. 1396 members of the SHGs promoted by us have obtained Job- Cards under West Bengal Rural Employment Guarantee Scheme (WBREGS) and are monitoring payment of wages.

Women’s Issues:

Abuses against women are relentless, systematic, and widely tolerated, if not explicitly condoned. Violence and discrimination against women are global social epidemics, notwithstanding the very real progress of the international women's human rights movement in identifying, raising awareness about, and challenging impunity for women's human rights violations. ‘Kishori Shakti Yojona’ is the outcome of the ‘Forum’ to address the issue of women’s human rights and curb trafficking of adolescent girls and young women. We are hopeful of curbing the increase trafficking of women at least from the operational areas of the forum.

SEZ in Indian Context

Special Economic Zone (SEZ) Act in India came into force in February 2006. It is estimated that it will increase India’s GDP by two per cent and 30 lakh jobs will be created. More than 500 SEZ will be established in India and the land requirement for this is nearly 150,000 hectares. This land – predominantly agricultural and typically multi-cropped – is capable of producing close to one million tons of food grains.

Estimates show   at least 10 lakh (1,000,000) people who primarily depend upon agriculture for their survival will face eviction. The government promises ‘humane’ displacement followed by relief and rehabilitation. However, the historical record does not offer any room for hope on this count: an estimated 40 million people (of which nearly 40 percent are Adivasis and 25 percent Dalits) have lost their land since 1950 on account of displacement due to large development projects. At least 75 per cent of them still await rehabilitation. Almost 80 per cent of the agricultural population owns only about 17 per cent of the total agriculture land, making them near landless farmers.

The recent police firing that killed several farmers who were resisting the land acquisition for the SEZ in Nandigram, West Bengal is a case in point, that the farmers have realized that the SEZ is not going to help them but will only increase the gulf between the rich and poor.
The ENGOSWB is campaigning against the SEZ processes in West Bengal along with many other likeminded organizations and with the larger CSOs in WB.
