CASA contributes to the Himachal Pradesh Dist.Disaster Management Plan, Kullu

We are pleased to  inform you that CASA has substantially contributed to the recently published   District Disaster Management plan jointly prepared by Kullu District Disaster Management Authority (DDMA), Himachal Pradesh .  To read the said document please click here or on the Himachal Pradesh Government website http://hpkullu.nic.in/disaster/DDMP-2011.pdf .

In the document you can see the contribution of our apex PAT unit CSK (Chetna Samiti Kullu) in Kullu, local CASA unit and Mountain Forum Himalayas (an effort of CASA in Himachal Pradesh and Uttarakhand) in preparing this district disaster management plan and a separate chapter dedicated to CASA’s PROPOSAL OF DISASTER YOUTH VOLUNTEER on page 197.  You can also see Chapter – 6.3, Resource plan, Page – 40-42, where special emphasis has been given  in emergency situations,  to adhere to the principles of “DO NO HARM’, which is a key approach of CASA’s Local Capacities for Peace (LCP).

DEVELOPMENT PROGRAMMES AND ACTIVITIES OF CASA: PDF Print E-mail

It can be divided into three categories.

1.     Direct Programmes: The Core Programme

2.     Package Programmes: Collective Forms of Cooperation (CFC)

3.     Bilateral Programmes

1.Direct Programmes: The Core Programme


The Core Programme of CASA, which are the direct interventions by the staff of CASA among the reference communities. There is a Round Table mechanism consisting of some of the key resource agencies in the ecumenical field, which support these interventions. CASA tries to address the issue of structural poverty through Rights Based Approach and strengthening people's organisations in the villages. There are 33 Village Resource Centres, known as the PAT Centres (People's Action for Transformation) across the country which implements these programmes. the Core programme is operational in as many as 4.500 villages across the country.

2. Package Programmes: Collective Forms of Cooperation (CFC)

The Second category  is the CFC (Collective Forms of Cooperation), popularly known as the “Package Programme”,  where CASA does not implement the programmes directly but plays the role of an accompanier. It supports smaller NGOs and channelise the resources for the programme interventions received from various resource agencies.  CASA supports these NGOs in a long term basis for a maximum period of 10 years. There are as many as 350 partner organisations have been supported by CASA in the CFC interventions so far.


This was initiated in the year 1988 as an enduring partnership with a shared conviction and commitment between CASA, the Programme implementing Organizations (PIOs) and EED as the resource-sharing partner.

The following are the CFC Programmes of CASA (alphabetically arranged):

Ø  Community Based Disaster Preparedness (CBDP)

Ø  Development Initiative in Western Orissa

Ø  Development Programme in North East India (DPNEI)

Ø  Empowerment of NGOs in West Bengal

Ø  Food for Community Development Programe

Ø   Local Capacities for Peace, South Asia

Ø  Lymphatic Filariasis Programme in Orissa

Ø  Material Aid Section (MAS)

Ø  Rajasthan Development Project – Phase III / Rajasthan Vikash Manch

Ø  Regional Inter Agency Partnership (RIAP) between India, Bangladesh, Nepal and Sri Lanka)

Ø  West Bengal Community Based Disaster Preparedness  Programme

 

3. Bilateral Programmes

There are certain strategic partnership programmes of CASA which are carried out with certain partners with specific focus and strategy where both CASA and the concerned partner organisation share the financial as well as human resources to achieve a common goal.  Some of the Bilateral programmes of CASA is being carried out with the HRLN (Human Rights Law Networks),  CHRI, etc.

CORE PROGRAMME

The core programme is the direct intervention of CASA among the reference community. Under this programme CASA focuses on the building and strengthening of Community Based Organization that are pivot for addressing issues affecting the life of the reference communities through a process oriented approach that are owned and managed by the community itself. It led to emergence of a large number of grass root level organisations of men and women for facilitating development action for change. These organisations thus acquired the capacity to understand and analyse the context and plan for addressing the issues of collective concern. It also led to the emergence of new leadership among men and women of deprived communities and other interest groups.


The approach termed as the People Action for Transformation (PAT) is the cutting edge of the core programme, which facilitates people’s action. This approach has strengthened and promoted people’s movement on different issues like untouchability, casteism, violence against women, inequality, deprivation, land rights, food security, etc. There are visible changes in favour of the poor, Dalits, tribal and women in the programme area.
