| CASA contributes to the Himachal Pradesh Dist.Disaster Management Plan, Kullu |
We are pleased to inform you that CASA has substantially contributed to the recently published District Disaster Management plan jointly prepared by Kullu District Disaster Management Authority (DDMA), Himachal Pradesh . In the document you can see the contribution of our apex PAT unit CSK (Chetna Samiti Kullu) in Kullu, local CASA unit and Mountain Forum Himalayas (an effort of CASA in Himachal Pradesh and Uttarakhand) in preparing this district disaster management plan and a separate chapter dedicated to CASA’s PROPOSAL OF DISASTER YOUTH VOLUNTEER on page 197. You can also see Chapter – 6.3, Resource plan, Page – 40-42, where special emphasis has been given in emergency situations, to adhere to the principles of “DO NO HARM’, which is a key approach of CASA’s Local Capacities for Peace (LCP).

Empowering the most vulnerable and marginalized sections of the society has always been the prime motive of CASA’s interventions throughout the country. With this aim, CASA has been working and active in Rajasthan for more than five decade. Since then, strong and trust worthy relation has been developed with the local partners all over the state. One of the important strategies of CASA has been to work with the local people’s institutions in the operational area. These institutions are the foundation of the rights based work specially focusing on Food Security of Marginalized, Deprived and poor people, which is planned or implemented in the area. Focusing on this, RDP IV phase(2008-10) is started and 1st year of IV phase of RDP carried out with the goal aiming at “Securing access and control over adequate food and means of livelihood for Tribes, Dalits, Pastoralists, and Women, and other poor & marginalized “with the objectives of-
Activities focused around issue based campaign during the period includes-1. Right to Food Campaign-Efforts have been continuously addressing the problems arising out of improper implementation of Food Security Schemes and Related Acts. Again this effort is accompanied by partners all over Rajasthan. Main schemes which have been more emphasized for their better implementation through people organizations during last five years are being PDS, Mid Day Meal, NREGA, ICDS, and Pensions for the Partners. During the last year MDM, PDS and NREGA have been focused intensively by People’s organization.2. Ajeevika Evam Charagah Bachao Abhiyaan:-In lieu of the above-mentioned situation prevailing in Rajasthan, CASA initiated the process against diminishing pastureland and its effect on the lives of the poor and the marginalized under Rajasthan Development project in collaboration with NGO partners.Realizing the importance of common land in the lives of the poor with less or no land, CASA and its partners decided to take up this issue on a campaign mode. So more non-funding partners were involved in the process. 6 Block and 1 District Level Sammelan from 12 Dec to 22nd Dec 2008, in Tonk Organized, where talks have held among administrations, Representatives and Villagers on the problems related to Pasture Land [Poor Status of Pasture Land, conversion of Pasture Land into other types, Issue of not timely Demarcation of Pasture Land, Using Pasture Land for Rehabilitation and other purpose, Encroachment by Influential people. Before this, In 135 Villages of 45 Panchayat belonging to 6 Blocks of Tonk, Village meetings, Rallies, Wall write up, have been run for Protection and Development of Pasture Land. This campaign was initated by Ajieevika Avam Chargah Bachao Abhiyan, Jaipur.
Achievement-
3. Dalit Pani Panchayat Abhiyan:-To raise issues emerged during various discussion with different NGOs working in western Rajasthan and after organizing a Chetna Yatra by Rajasthan Vikas Manch during 12 to 27 March 2007, wherein, Issue of Dalit’s Land grabbing by influential people, Discrimination and Atrocities at community places like Mandir, Denial of Right and Recognition of that Dalit women Sarpanch In Panchayat, and Discrimination in filing FIR of any Dalit person against higher caste at police station brought forward as major issues, many Follow meetings were held [4 Districts and 16 block Level Meetings], Resulted in a Huge Network of above 80 NGOs. On 30th Nov 2008 organized a Regional Level Meetings with 50 NGO Partners from Western and Eastern Rajasthan, where detailed Plan of Action and Strategies were drawn at Village Level, Block Level and District Level. All these initiatives are held under the banner of Dalit, Pani Avam Panchayat Abhiyan, Jodhpur.4. Van Manyata Evam swashan Abhiyan-The Schedule Tribes And Other Forest Traditional Forest Dwellers [Recognition of Forest Rights] Act, passed in 2006 and its rules were notified in January 2008 at central level, but due to lack of awareness among tribals, they are not able to avail the benefit ot the Act. Van Manyata evam Swashan abhiyan is constituted with local Organizations working in Udaipur, Pratapgarh, Sirohi, Pali, Dungerpur, Banswara, Kota and Baran. Therefore, In southern Rajasthan, 7 Organizations have organized Jan Chetna Pad Yatra, Meetings, Poster and Pamphlet distributions, one Day Dharna In Kota, Slogan writings and Cultural programmes, in about 303 Villages of , Baran, SajjanGarh, KushalGarh, Dhariavad, Girwa, Salumbar, VallabhNagar, Jhadol, Gogunda and Kotra Blocks above mentioned Districts and tried to build awareness among about 67806 Tribals from 24 Dec to 29 Dec 2008 about Forest Right Act Provision, Role of Forest Right Commitee. These Initiatives were Consolidated in Banswara,Udaipur, Baran, Kota, and Pratap Garh, where Gaps and Experiences found during Implementations of the same have been Shared and Memorandums have been Submitted to respective Collector, SDO, and Tribal Commissioner under the banner of Van Adhikar And Svashashan Abhiyan. |
