CASA contributes to the Himachal Pradesh Dist.Disaster Management Plan, Kullu

We are pleased to  inform you that CASA has substantially contributed to the recently published   District Disaster Management plan jointly prepared by Kullu District Disaster Management Authority (DDMA), Himachal Pradesh .  To read the said document please click here or on the Himachal Pradesh Government website http://hpkullu.nic.in/disaster/DDMP-2011.pdf .

In the document you can see the contribution of our apex PAT unit CSK (Chetna Samiti Kullu) in Kullu, local CASA unit and Mountain Forum Himalayas (an effort of CASA in Himachal Pradesh and Uttarakhand) in preparing this district disaster management plan and a separate chapter dedicated to CASA’s PROPOSAL OF DISASTER YOUTH VOLUNTEER on page 197.  You can also see Chapter – 6.3, Resource plan, Page – 40-42, where special emphasis has been given  in emergency situations,  to adhere to the principles of “DO NO HARM’, which is a key approach of CASA’s Local Capacities for Peace (LCP).

1. Cultivation adversely affected:


(18th June 2009)
  1. As per the West Bengal State Government, at least 7000 hectares of cultivatable land still submerged under saline water. No cultivation seems to be possible there at least during this year. However, in places where has dried up cultivation may be possible if salinity gets reduced following heavy and consistent rain in the area.
  2. As per the experts from “Bidhan Chandra Agricultural University”, the salt content in the affected land is excessive. As such, any possibility of paddy cultivation there also seems remote.
  3. The experts, however, opine that, following heavy and prolonged rainfall and use of organic manure, salinity can be reduced considerably.
  4. Further, the government is planning to provide organic manure to 70,000 farmers and also distribute 300 tons of salt tolerant seeds amongst them.

2. Re-construction of Dykes, Embankments and Dams:


(16th & 17th June 2009)

  1. Government plans to undertake repair of dykes and embankments in the Sunderbans soon after monsoon.
  2. The West Bengal Finance Minister (Dr. Asim Kumar Dasgupta) and Irrigation Minister (Sri Subhas Naskar) met the IIT experts and others to discuss and find ways for re-construction of the damaged embankments in the Sunderbans. The World Bank consultant, Mr. John Patrick also participated in the above meeting.
  3. West Bengal Finance Minister stated embankments in the Sunderbans have been repaired temporarily and further repairs will be carried out before 25th June, 2009. The Central Waterways team that inspected the AILA affected areas is understood to have its report to the government.
