CASA contributes to the Himachal Pradesh Dist.Disaster Management Plan, Kullu

We are pleased to  inform you that CASA has substantially contributed to the recently published   District Disaster Management plan jointly prepared by Kullu District Disaster Management Authority (DDMA), Himachal Pradesh .  To read the said document please click here or on the Himachal Pradesh Government website http://hpkullu.nic.in/disaster/DDMP-2011.pdf .

In the document you can see the contribution of our apex PAT unit CSK (Chetna Samiti Kullu) in Kullu, local CASA unit and Mountain Forum Himalayas (an effort of CASA in Himachal Pradesh and Uttarakhand) in preparing this district disaster management plan and a separate chapter dedicated to CASA’s PROPOSAL OF DISASTER YOUTH VOLUNTEER on page 197.  You can also see Chapter – 6.3, Resource plan, Page – 40-42, where special emphasis has been given  in emergency situations,  to adhere to the principles of “DO NO HARM’, which is a key approach of CASA’s Local Capacities for Peace (LCP).

It is already 20 days now and in places that are accessible by road; several organisations have extended various support programmes to sustain life of people. Helicopter was the only means for reach to the stranded people. But now when people settle down in temporary shelters, away from the flooded villages, helicopter is a fear for them, because it causes serious damage to their lives and the shelter.

On the 7th Sep around 2 pm helicopter appeared on the sky and people started running across, few of them, to try their luck to get a food packet and others, to save their lives. While it dropped 6-8 packets on the water, the devastating wind from the helicopter fan has blown away more than 30 temporary shelters put by different families. ‘In this flood situation with limited recourses we struggle so much to erect small shelters and the helicopter visits us once in three days only to blow them all’ says Bhola Ram (65).
 
Subhash Paswan (13) lives in his village near Mirzawa. On the 6th Sep while relief materials were dropped from helicopter, it broke his leg. With no medical team around his life is at high risk.
 
CASA requested the Govt to avoid helicopter model relief and reach out to people wherever they are extend maximum help.
