CASA contributes to the Himachal Pradesh Dist.Disaster Management Plan, Kullu

We are pleased to  inform you that CASA has substantially contributed to the recently published   District Disaster Management plan jointly prepared by Kullu District Disaster Management Authority (DDMA), Himachal Pradesh .  To read the said document please click here or on the Himachal Pradesh Government website http://hpkullu.nic.in/disaster/DDMP-2011.pdf .

In the document you can see the contribution of our apex PAT unit CSK (Chetna Samiti Kullu) in Kullu, local CASA unit and Mountain Forum Himalayas (an effort of CASA in Himachal Pradesh and Uttarakhand) in preparing this district disaster management plan and a separate chapter dedicated to CASA’s PROPOSAL OF DISASTER YOUTH VOLUNTEER on page 197.  You can also see Chapter – 6.3, Resource plan, Page – 40-42, where special emphasis has been given  in emergency situations,  to adhere to the principles of “DO NO HARM’, which is a key approach of CASA’s Local Capacities for Peace (LCP).

Suresh Kumar, a lecturer by profession retired recently from Department of Philosophy, Anuplal Yadav College, Tribenigang. Mr Suresh said, ‘After retirement, I totally involved myself in Agriculture and now all my crops are washed away’. (background water used to be his Paddy field)

I will not only loose this crop which has been submerged in the water already for 20 days now and if it is going to take few months for the land to dry, there won’t be time for another crop this year’ warns Suresh. 90% of people who are affected by the Kosi floods are involved in agriculture. They either have some land or work as agricultural labourers. Even if the flood situation is overcome, the economic crisis may haunt the people for long time. People in this region reserve enough grains for their consumption and cultivation. But today none of the houses in thousands of villages have any grain stored. This situation will urge thousands of peasants to move to cities to look for other work. ‘Famine is sure to hang about in if enough precautions are not taken’ says Suresh.
 
‘There is little hope because the Central Govt has send 1.25 lakh tonnes of grains and sanctioned Rs 1000 Crore to the flood affected people in Bihar; I only pray that it reaches us’ says Suresh Kumar.
