| CASA contributes to the Himachal Pradesh Dist.Disaster Management Plan, Kullu |
We are pleased to inform you that CASA has substantially contributed to the recently published District Disaster Management plan jointly prepared by Kullu District Disaster Management Authority (DDMA), Himachal Pradesh . In the document you can see the contribution of our apex PAT unit CSK (Chetna Samiti Kullu) in Kullu, local CASA unit and Mountain Forum Himalayas (an effort of CASA in Himachal Pradesh and Uttarakhand) in preparing this district disaster management plan and a separate chapter dedicated to CASA’s PROPOSAL OF DISASTER YOUTH VOLUNTEER on page 197. You can also see Chapter – 6.3, Resource plan, Page – 40-42, where special emphasis has been given in emergency situations, to adhere to the principles of “DO NO HARM’, which is a key approach of CASA’s Local Capacities for Peace (LCP).

| COMMUNITY BASED DISASTER MANAGEMENT PROGRAMME (CBDMP) IN ORISSA |

Orissa is a state prone to disasters. It is ravaged by severe floods, droughts, cyclone practically every year. This state, which was severely affected by drought in 1998, was ravaged in 1999 by the Supper Cyclone; followed by droughts and floods alternatively from the year 2000 to 2003. People lose lives, families, loved ones, source of livelihood and above hope and desire to live. CASA from the very beginning has been involved in the process of disaster preparedness and mitigation and played a proactive role in creating awareness among the community, educating the masses. Community Based Disaster Preparedness (CBDP) is one such programme, started in partnership with Dan Church Aid (DCA) with an initiative for implementing measures to reduce disaster risks. Under CBDMP, Disaster Mitigation Task Forces (DMTFs) are created, which are equipped with traditional as well as modern technical skills for responding to disasters. With community’s participation, from the year 2001 till now CASA has formed 2,230 DMTFs in Orissa. Women & Disaster Management:Women suffer the most during any disaster. Yet they are never included in any process of disaster preparedness. CASA has realised this drawback has, therefore, has undertaken the responsibility of involving women in the process. To begin with, one woman headed group was formed with thirty young girls – selected by the community – as DMTF members. These women have gone through technical training courses on search, rescue, first aid, primary health, and women’s right during disaster etc. Women are also taking leading roles to organise, educate, and make the women folk aware about the need for disaster preparedness. The government has appreciated their efforts and extended their support. In the drought prone areas few women groups have started entrepreneurship developmental activities with locally available resources. Draught Mitigation:Drought affects livelihood of the vulnerable section of the community directly. It also creates socio-economic problems. As such, there is a need to evolve comprehensive strategies for tackling the problems related specially to water and fodder scarcity at the grassroots level. CASA is working with the drought-affected population of Kalahandi and Keonjhar districts in Orissa. DMTF members have been trained to link the drought mitigation programmes with the long-term development programmes of the government. During the period from Oct. 2005 to Sept. 2006 disaster preparedness programmes were implemented in the drought prone areas.
