REGIONAL RESOURCE CENTRE (RRC) IN ORISSA PDF Print E-mail
Continuing with its work of combating disasters and providing relief to the victims CASA started another programme in the state of Orissa with the help of Christian Aid in the year 2001.

Regional Resource Centre (RRC) was started with the purpose to consolidate the experience gained over the years towards institutionalising the learning process in the form of Resource Centre that will help build the disaster coping capacity of the organisation and communities. This accumulation of experience and learning will ultimately support the advocacy effort at different levels and most significantly at the policy level. Research, documentation, and capacity building at various levels will also be enhanced.

A study was conducted in the states surrounding Orissa - Jharkhand, Chhattisgarh, and West Bengal. The results were categorised into External & Internal results. Based on those results workshops and consultation programmes were organised to identify emerging issues in the selected states.

Objectives:

To join different organisations in the field of disaster management for training future plans.
  1. Identify and address issues to for networking, advocacy, & linkage efforts.
  2. Training member with skills and techniques to mitigate future disasters.
In Orissa the Panchayat has a big role to play during Disasters. Unfortunately they have been given very less power apart from many not being aware of their existing roles. Therefore certain programmes were conducted in the districts of Khurda, Puri, Kalahandi, and Kendrapara, resulting in the formation of District level Forums.

Future issues to be taken up by CASA:

  1. Integration of policy issues (disaster & livelihood)
  2. Research, documentation & communication
  3. Strengthening Governance (PRI networks & advocacy efforts)
  4. Perspective & capacity building
  5. Mainstreaming of DMP & HIV / AIDS.
  6. Gender mainstreaming (socially excluded & economically poor)
  7. Inclusion of drought mitigation programmes
