Munneswar Sada (75 years) of Koila Village under Aluali Block in Khagaria District, his wife Ramdulari Devi (50 years) and his daughter-in-law were trapped in their house when the Flood waters struck this village. His son Bhumi Sada (34 years) was out at that time and his wife panicked as the flood waters submerged the village. After much struggle and with the help of their neighbours, finally they were able to reach the Chatar Bandh just on time.

Food is the fundamental necessity of any living creature and CASA has been actively involved in providing immediate relief, specifically to the victims of natural and man-made hazards in our country. Contemplating about the climatic changes in the recent past would reveal regular features of late monsoons and long spells of summer and erratic rainfalls. Such irregularities in monsoon result in the outbreak of drought, which leads to scarcity of water worsening the agriculture food production, and finally adding woes to common populace. The worst affected population during these phases is the rural masses whose livelihood depends on agricultural activities. Among the rural masses, the most vulnerable are the economically backward communities of tribal, schedule castes, labour classes, who are small and marginal farmers, owning not more than 1-2 acres of land. Throughout its planning and implementation of the programme, CASA had given equal participation for the women from the targeted communities.

Working together with the community and the people has been CASA’s uniqueness and strength from the very beginning. Accordingly, CASA has endeavoured to give utmost importance to community’s participation and involvement in all its interventions including proper preparedness, mitigation and management of disasters in the country. Following the widespread devastation caused by the floods of 2000 and as an improvement on the ongoing flood relief programme, therefore, the CBDP Programme in West Bengal was conceptualised in 2005 on the same lines in order to encourage, educate, empower and prepare people at large to prevent and also deal with disasters and its aftermath effectively.
